In February of 2008, the Federal Aviation Administration finalized a rule entitled "Drug Enforcement Assistance," stipulating that “Two years after this rule becomes effective, paper pilot certificates may no longer be used to exercise piloting privileges." The rule became effective on March 31, 2008.
The final rule for 14CFR Parts 61, 91, and 141 of the Federal Air Regulations will go into effect on October 20th, 2009. Of note are changes to Paragraph 61.57 (f) and (g) which will require a change to Helicopter Night Vision Goggle Operations (HNVGO) Operations Specifications (A050).
Flight restrictions will be in place for the United Nations General Assembly-64th session (UNGA-64). Multiple Notices to Airmen (NOTAM) will be published to cover the events. Not all NOTAMs to be published for this event are covered in this advisory.
In this Interagency Aviation Tech Bulletin, the Department of the Interior and the US Forest Service recommend operators immediately check and inspect all seatbelts/harnesses for the DART model D3579-044 in all Bell medium helicopters and remove from service as well as others with discernable defects.
