Sen. John Thune (R-S.D.), the lead Republican sponsor of a U.S. Senate bill that would prohibit U.S. companies from participating in the European Union’s emissions trading scheme, says that yet another Democratic objection has cropped up on the bill.
According to the Capitol Hill newspaper POLITICO, the holdout on the bill is Sen. Jeff Merkley (D-Ore.). Merkley presented Thune with a proposal containing new language related to pursuing a solution at the International Civil Aviation Organization (ICAO) that one Senate aide told the newspaper “would sort of defeat the purpose of the bill in many ways.”
"They seem to have, every time we solve one problem, come up with another one," Thune said, comparing trying to get the bill passed to a game of "Whac-A-Mole."
